The warning that refusal to hear Moses and the Prophets persists even if someone rises from the dead anticipates Luke 24, where the risen Jesus teaches that the Scriptures already bore witness to the Messiah's suffering and resurrection.

Luke 24 later confirms that Messiah’s suffering, resurrection, and mission are to be read from the Law, Prophets, and Psalms. That later inspired explanation is the controlling interpretive key for Luke 18:31 rather than a speculative one-verse fulfillment list.

Jesus interprets Moses and the prophets as bearing witness to the Messiah; 2 Timothy says the holy Scriptures make Timothy wise unto salvation through faith in Christ Jesus.

At the transfiguration Moses and Elijah speak of the exodus Jesus will accomplish at Jerusalem; after the resurrection Jesus interprets Moses and all the prophets as bearing witness to his suffering and glory, making Luke 24 the inspired interpretive completion of Luke 9:31.

The Emmaus exposition of Moses and all the prophets is immediately expanded in Jerusalem to the Law of Moses, Prophets, and Psalms, where Jesus opens the disciples’ understanding and gives the suffering-resurrection-mission synthesis explicitly.
