Exodus 38:26 and Numbers 1:45–46 give the same distinctive census total of 603,550 for men twenty years old and upward. The numerical correspondence is certain; whether the passages describe the same census event or two administratively linked countings should remain qualified.

God’s promise to make Abraham exceedingly fruitful and into nations advances visibly when Numbers presents Israel as a large, organized tribal people ready to move from Sinai toward the promised land.

Exodus says Israel was fruitful, multiplied, and became exceedingly mighty under oppression; Numbers 1 then counts the military-age men of that multiplied people tribe by tribe. The census therefore shows the narrative result of the multiplication theme in an organized wilderness community.

Numbers 2 repeats the Chapter 1 total of 603,550 and again states that the Levites were not numbered among the other Israelites. The repeated figure and Levi exclusion show that the camp arrangement is built directly from the first census rather than from a separate headcount.
