Nations Gathered for Judgment, Then Given Purified Speech
Verse 8 sounds like the climax of everything threatened so far: kingdoms are gathered so the LORD can pour out indignation. Then verse 9 turns in a direction a first-time reader may not expect. The peoples who were gathered for judgment are given “a pure language” or, more literally, a purified lip, so that they can all call on the name of the LORD and serve him together.
This is one of Zephaniah’s biggest “aha” transitions. Universal judgment opens into universal worship. The phrase “one consent” is literally “one shoulder,” an image of peoples serving side by side with a shared purpose.
