Set Things in Order: Elders as God’s Stewards
Titus is left in Crete to finish what remains and appoint elders in every city. The emphasis falls less on prestige than on tested character: blamelessness, household faithfulness, self-control, hospitality, justice, holiness, and freedom from greed and violence. Verse 7 moves directly from “elders” to “the overseer,” describing the leader as God’s steward.
Where this fits in the story: Acts 14:23 describes elders appointed in local churches; Acts 20:17,28 likewise places “elders” and oversight language over the same group; 1 Timothy 3 supplies a close parallel list of qualifications. Titus therefore belongs to a wider New Testament pattern of accountable local leadership.
