Exodus 29 institutes the regular morning and evening burnt offering; Leviticus 6 gives priest-facing instructions that keep the burnt offering and altar fire continually maintained. The later law develops the daily sanctuary rhythm rather than introducing an unrelated sacrifice.

Exodus 29 already coordinates the regular burnt offering with flour and oil, while Leviticus 2 gives detailed procedures for grain offerings within the same sanctuary system. The later law therefore develops an offering category already embedded in Exodus worship.

Haggai explicitly anchors the present promise of God’s Spirit and presence in “the word that I covenanted with you when ye came out of Egypt.” Exodus explains that God brought Israel out in order to be their God and dwell among them, so Haggai presents postexilic encouragement as continuity with the Exodus covenant-presence story.
