Crown Joshua—and Look to the Branch Who Will Build the Temple
After the visions, Zechariah performs a sign-act. Silver and gold from returned exiles are made into a crown and placed on Joshua the high priest. Then the prophet announces the Branch: he will branch out, build the temple of the LORD, bear royal glory, sit and rule, and stand in a priestly relationship marked by a ‘counsel of peace.’ The crown remains in the temple as a memorial.
Where this fits in the story: Joshua is priest; Zerubbabel is the Davidic governor and historical temple builder. The sign deliberately places priestly and royal expectations beside one another without simply erasing their distinction.
