Governing Authorities under God
Paul calls believers to an ordinarily submissive posture toward governing authorities because authority exists under God’s providence and rulers are accountable to serve public order. Taxes, customs, fear, and honor are therefore not beneath Christian ethics; believers are to give what is owed rather than treat political life as exempt from discipleship.
The passage has also been used to demand unlimited obedience to governments. Romans itself does not say rulers become morally infallible, nor does it cancel the wider biblical witness in which faithful people refuse commands that directly contradict God. Paul has just said believers must not repay evil and must overcome evil with good; “minister of God” describes delegated accountability, not divine status for the state.
