Jeremiah 51:63–64
Jeremiah gives Seraiah a scroll containing Babylon’s announced disasters and tells him to read it in Babylon. Afterward Seraiah must tie a stone to the scroll and throw it into the Euphrates: “Thus shall Babylon sink, and shall not rise.” The sign-act closes the Babylon collection with a visible picture of irreversible imperial judgment.
The angel throwing a millstone into the sea as Babylon's sign-act directly reprises Jeremiah's sign of Babylon sinking irreversibly.
