Jethro Advises Shared Judicial Responsibility
The next day Moses sits to judge the people, and they stand around him from morning until evening. Jethro asks why Moses is handling the work alone. Moses explains that the people come to him to inquire of God and that he judges disputes and makes known God’s statutes and laws.
Jethro tells Moses that the arrangement is not good because both Moses and the people will wear themselves out. He advises Moses to continue representing the people before God and teaching them the statutes and the way they should live, while selecting capable men who fear God, are trustworthy, and hate dishonest gain. These men are to judge routine cases at levels of thousands, hundreds, fifties, and tens, bringing the difficult matters to Moses.
