Scripture also places this passage inside a wider canonical network. Peter directly quotes the prophet-like-Moses promise and applies it to Jesus in his call to hear him. Stephen explicitly quotes Moses’ promise that God would raise up a prophet like him in a speech centered on Jesus. The heavenly command ‘hear/listen to him’ beside Moses strongly recalls Deuteronomy’s command to listen to the prophet like Moses. Acts 3:22 later quotes Deuteronomy 18 explicitly, strengthening the Luke-Acts connection.

The key reading question is therefore not simply, “What rule or event appears here?” but, “What does this movement teach Israel about the LORD, covenant loyalty, life in the land, and the consequences of trusting or resisting His word?”
