Forty-Eight Levite Towns with Pasture Lands
Israel gives the Levites forty-eight towns with surrounding pasture lands, distributed in proportion to each tribe’s inheritance. The Levites therefore live among the tribes while serving in their distinct covenant role.
Joshua’s final total of six refuge cities is the exact number commanded in Numbers. The correspondence is exact at the institutional level: Numbers commands six, and Joshua names and establishes six in the land.
The Levites’ request for towns and pasturelands directly fulfills the LORD’s command that each tribe provide cities for Levi. Joshua 21 then allocates those towns among the tribes, implementing the Numbers command in the settled land.
