The Levites Are Cleansed and Presented for Service
The Levites are cleansed, presented before YHWH, and formally given to Aaron and his sons for Tabernacle service. Israel lays hands on them, and the text again explains that YHWH takes the Levites in place of Israel’s firstborn. This is corporate substitution for sanctuary service, not a statement that the Levites absorb everyone else’s moral guilt.
Numbers 3 says the Levites are given in place of Israel’s firstborn; Numbers 8 repeats that substitution and adds the public cleansing and presentation by which the Levites enter service.
