Two or three witnesses in church discipline
Matthew 18 turns kingdom greatness upside down. Greatness looks like humble dependence, protecting vulnerable people, seeking the one who strays, confronting sin with the goal of gaining a brother, and forgiving far beyond a scorecard. Jesus also promises his presence in the community's hard work of reconciliation.
Jesus gives a staged process aimed at gaining a sinning brother: private confrontation, one or two witnesses, then the assembly. Deuteronomy’s witness principle stands behind the process, and binding/loosing language places real responsibility on the community. Jesus promises his presence where even two or three gather in his name.
Where this fits in the story: Torah’s witness protections restrain arbitrary accusation, while restoration rather than humiliation governs the sequence.
Where Scripture takes it next: Peter immediately asks how often forgiveness must continue, showing that discipline and forgiveness belong together.
Evidence boundary: Matthew 18:20 is specifically embedded in communal reconciliation/judgment, even though Jesus’ presence certainly has wider application. It should not be reduced to a slogan about low church attendance.
Matthew 18 applies the Torah’s two-or-three-witness principle to escalating community discipline; 1 Timothy 5 applies the same evidentiary safeguard to accusations against elders. Both adapt Deuteronomic judicial wisdom to church accountability.
