The LORD Sees the Way and the Heart
Religious activity cannot substitute for righteousness: the sacrifice of the wicked is abhorrent while the prayer of the upright delights the LORD. The God who sees Sheol also sees human hearts, so correction, sorrow, joy, and the search for knowledge all unfold before him.
Proverbs says the LORD sees the way and heart and values upright prayer over wicked sacrifice; Samuel is told that the LORD does not judge by outward appearance but looks on the heart.
