A Shocking Answer: The Chaldeans Are Coming
God answers Habakkuk, but not in the way the prophet expects. He is raising the Chaldeans, a fast-moving imperial power that seizes dwellings not its own, mocks rulers, and turns military strength into a god. The answer solves the problem of divine inactivity only by creating a harder question: How can God use an empire even more ruthless than Judah to judge Judah?
The passage belongs to a larger biblical pattern in which God can use a foreign power as an instrument of judgment without approving that power’s arrogance or cruelty. Isaiah had spoken similarly about Assyria, and Jeremiah later calls Nebuchadnezzar God’s servant in a limited judgment role while also announcing Babylon’s own accountability.
