Numbers 13:1
YHWH commands Moses to send one leader from each tribe to survey Canaan. Their assignment is practical: inspect the people, cities, soil, trees, and produce. The twelve-man mission is tied to Israel’s twelve-tribe structure; it should not be turned into a secret prophecy of Jesus’ twelve apostles.
Both scenes send twelve representatives, but the missions differ substantially. Numbers 13 should not be called a prophecy or foreshadowing of apostolic mission; the stronger Twelve symbolism comes from Israel’s twelve-tribe structure already established in Luke 6.
