Jeremiah 31:10
The restoration song widens to all the families of Israel. God declares everlasting love, promises to rebuild, gathers the remnant from the ends of the earth, and leads them beside rivers of waters. Ephraim is called His firstborn, and the LORD who scattered Israel is pictured as the shepherd who gathers and keeps the flock.
Israel's Scriptures repeatedly picture God as shepherd and God's people as sheep needing gathering and rescue. Psalm 119:176 is especially close to the confession of being a lost sheep, but it is not identified by Luke as the parable's source.
